The answer is:

depends where you are. Best bet, call them. go to http://www.usps.com and find out.

UPS stores are all open too , which most do take usps mail.

but there is no mail on Veteran's Day because it is a Federal Holiday.

and I went to the ups store today in Georgia and mailed out a package, so it was opened :)
